RE: The tariff classification of stretcher bars from China

Dear Mr. van den Brink:

In your letter dated June 24, 2010, you requested a tariff classification ruling on stretcher bars. A sample of the subject item was submitted for our review.

The merchandise is identified in your letter as stretcher bars. Each item at issue consists of an aluminum profile, a 25 mm or a 40 mm deep pine wood bar, and a silicone string. You indicate that the wood bar will be attached to the aluminum profile. The stretcher bars will be imported into the United States in nine foot bar lengths. After importation into the United Sates, the nine foot bar lengths will be cut to various sizes and assembled into stretcher bar frames for fine art painting.

The applicable subheading for the aluminum stretcher bars will be 7616.99.5090, Harmonized Tariff Schedule of the United States (HTSUS), which provides for other articles of aluminum, other…other. The general rate of duty will be 2.5 percent ad valorem.

This ruling is being issued under the provisions of Part 177 of the Customs Regulations (19 C.F.R. 177).
